Today after getting into the harbor I met the Coast Guard heading out. Soon after I heard their horn and looked back. I was the lucky one to get inspected. I did pass with flying colors (approved PFDs for everyone, throw pillow, flares, a "very good" fire extinguisher, blower, horn, spark arrestor, and also my stickers regarding oil and garbage disposal laws . The only thing was when I handed them registration and fishing licenses for people on board, they asked for "photo" IDs also. I said that we always lock our wallets in the vehicle (1 less thing to fall overboard). I didn't know that we had to have a photo ID along also. Their reply was that they needed proof of identification that the fishing licenses belonged to who was on board. This way they don't have to radio in to verify the fishing licenses and registration. ARE THERE ACTUALLY PEOPLE THAT USE ANOTHER PERSON'S LICENSE?
So from on now I guess I will have to carry my drivers license and all my passengers should have theirs too (or another form of picture ID).
Need some feedback on what is the law on this?

Was it Coast Guard or DNR? The Coast Guard can't ask for or check your fishing license or state registration.

It was the coast guard. Our licenses and the boat registration was the first thing they asked for (besides if we had any guns). I handed over my registration & all fishing licenses. Then they asked for some form of photo ID to determine that we were actually the people who's names were on the licenses and the boat registration. While they were radioing in our names since none of us had our drivers licenses with us (all were locked in our vehicles on shore) they started preforming the safety inspection. I have the passing inspection report, which by the way is good for the remainder of THIS boating season. They said if I get asked again all I have to do the next time (this year) is to show them this inspection and also show that I have a PFD for each person onboard. I have been told that each Coast Guard boat crew asks for different things.

What is this sticker regarding oil and garbage you are talking about? I never heard of it before.

The oil and garbage stickers are a requirement depending on boat size and layout. The Coast Guard can't do anything regarding state boat registration or fishing licenses. If you didn't have them all They could have done is notify the DNR. They are federal and have no jurisdiction in state matters. That said it's usually best just to keep quiet and not piss them off.

Here is the site for the stickers but you only need them on boats 26' and over. I did get mine at West Marine (but they had to order them-not on the shelf in the stores) Each Coast Guard vessel can make their own decisions regarding if to cite you on violations or not. Just like a police officer (if you get stopped and they are having a bad day you are most likely to get a ticket and if their day is going good you just get warned). Like Keepin it Reels said " it's usually best jut to keep quiet and not piss them off" theboatgalley.com/uscg-required-waste-signs/
